Shakotan (Hokkaido) Diving Visibility — 111 Days of Cold Water Data

2026-03-15

Hokkaido's Shakotan Peninsula is one of Japan's northernmost dive areas, known for its stunning 'Shakotan Blue' waters. From 111 real observations, we found an annual average of 11.8m — second among Sea of Japan sites behind Sado (13.6m). Winter (February) reaches a stunning 19.4m, but spring (Apr–May) crashes to just 4–5m, making it one of Japan's most seasonally variable dive sites.

Shakotan Pattern: Crystal Winter, Spring Collapse

Winter (Jan–Feb): 17–19m (annual best)

Shakotan's winter is stunningly clear. February's 19.4m even surpasses Kerama, Okinawa (16.4m in Feb). Winter phytoplankton activity drops to its minimum, and the weakened Tsushima Current allows cleaner oceanic water in. But water temp hits 5.8°C (Feb) — drysuit essential, approaching ice diving conditions.

Spring (Mar–May): 4–8m (severe plankton crash)

Visibility crashes from March, hitting 4.3m by May. This is Hokkaido's 'spring bloom' — phytoplankton exploding from winter-accumulated nutrients. Hokkaido's spring murk is far more severe than Honshu's, starting about a month later and dropping much lower.

Summer (Jul–Sep): 10–14m (main diving season)

Recovery to 14.4m in July marks the main dive season. Water temp 19–22°C is comfortable. August dips to 10.2m from storm-related turbidity, but September recovers to 12.8m. Summer data has the most observations and is most reliable.

Autumn (Oct–Dec): 9–14m (cooling water, clearing up)

As water cools through autumn, visibility tends to recover. By December it reaches 14.4m, entering the clear winter season. However, Hokkaido winter weather limits diveable days significantly.

Finding: 15.1m Seasonal Range Is Among Japan's Largest

The 15.1m gap from February (19.4m) to May (4.3m) is one of the largest seasonal swings among all analyzed dive sites, reflecting Hokkaido's extreme cycle of clear winter oceanic water to severe spring plankton bloom.

Sado13.6m327
Shakotan11.8m111
Tajiri9.4m1,392
Omijima9.1m2,095
Echizen8.9m2,653

Sado leads the Sea of Japan (13.6m), with Shakotan second. But in winter alone, Shakotan's 19.4m is the undisputed leader. The lower annual average is due to the extreme spring plankton bloom.

The Appeal of Shakotan Diving: A Cold Water World

Shakotan Blue

Shakotan's sea is known for its distinctive blue color, especially at Cape Kamui and Shimamui Coast. The blue is equally stunning underwater — the 19m winter clarity makes it spectacular.

Northern Marine Life

Giant Pacific octopus, schooling Atka mackerel, and northern shrimp species — Hokkaido's unique cold-water fauna. Sea angels (Clione) sometimes appear, offering an experience impossible in warmer Japanese waters.

Shakotan Diving: Equipment Guide

Jun–Aug19–23°C10–14m5mm wetsuit – drysuit
Sep–Nov10–22°C9–13mDrysuit recommended
Best season for comfort: July (14.4m vis, 19.2°C). For max clarity: winter (Jan–Feb) is unbeatable, but 5–10°C water demands a drysuit and cold-water diving experience.

Access

About 2 hours by car from New Chitose Airport, 1.5 hours from Sapporo. Dive services concentrate around Bikuni Port on the Shakotan Peninsula. Summer offers snorkeling tours too. Winter has road closure and weather cancellation risks.

About the Data

111 observations collected from Shakotan dive service logs (May 2010 – Sep 2024). Hokkaido's short dive season means winter data is limited. Some months should be treated as indicative. Water temp data has partial gaps. Comparison uses full historical average for each site.
