"I know winter has the best visibility, but where exactly should I go?" We answer this with data. Excluding Okinawa, here is the December through February average visibility ranking for mainland and near-island sites. Winter Pacific coast sites can rival Okinawa's clarity.
Winter Visibility Top 5 (Excluding Okinawa)
1st: Ito -- 18.3m
Ito in Tateyama, Chiba Prefecture takes the crown with a December-February average of 18.3m. Located at the tip of the Boso Peninsula, it benefits from proximity to Kuroshio Current branch flows. Water temperature drops to 14-16°C, making a drysuit essential, but the probability of encountering 20m+ visibility is very high. Also famous for its shark aggregation dives.
2nd: Izu Oceanic Park (IOP) -- 17.9m
IOP averages 17.9m in winter, just about 2.5 hours by car from Tokyo. January averages hit 18.6m, with 20m+ days not uncommon. Winter brings reduced plankton and clear Kuroshio inflows, producing the most beautiful seas of the year. Excellent facilities and experienced shops make winter diving comfortable.
3rd: Sado -- 17.3m
Surprisingly, Sado Island ranks third at 17.3m. Sea of Japan sites typically have poor winter visibility, but Sado's island status insulates it from coastal influences, allowing the clear Tsushima Current water to reach it. However, winter Sea of Japan weather severely limits diveable days, and water temperatures drop to around 10°C, requiring serious cold-water preparation.
4th: Koganezaki -- 15.4m
Koganezaki in western Izu averages 15.4m in winter. Facing Suruga Bay, it receives Kuroshio-influenced water readily. A popular beach-entry site that maintains stable visibility even in winter. Water temperature is 15-17°C; drysuit recommended.
5th: Futo -- 15.0m
Futo rounds out the top 5 at 15.0m. Located near IOP with a similar marine environment, its slightly different bay geometry produces marginally lower readings. A major perk: the on-site hot spring bath that warms you up after cold winter dives.
Winter Diving Reality: 14-17°C Water
Winter water temperatures at these sites range from 14 to 17°C. A wetsuit alone is challenging; a drysuit is effectively mandatory. If you have not used a drysuit before, arrange a rental and orientation session in advance.
But with the right gear, the winter Pacific coast becomes a "nearby Okinawa" in terms of visibility. Ito's 18.3m approaches Kerama's winter average (roughly 20m), and when you factor in flight costs and accommodation, winter mainland diving offers superior value.
